About the Role
This opportunity is for an experienced Business Analyst supporting the modernization and consolidation of existing systems into a centralized solution. The role leads business, functional, and technical requirements analysis; evaluates current-state systems and processes; performs impact and gap analyses; and develops recommendations that support system integration, process improvement, and informed technology decisions.
The position works closely with client programs and stakeholders throughout California Department of Technology Project Approval Lifecycle (CDT PAL) Stages 2–4. Key areas include stakeholder engagement, requirements documentation, alternatives analysis, Agile requirements development, data conversion and migration planning, technical complexity assessment, governance planning, and analysis of existing data in preparation for cleanup and migration.
What You'll Do
- Define and document business requirements, including functional and technical requirements.
- Conduct system impact analysis and gap analysis of existing systems and recommend alternative solutions.
- Review and refine previously documented system requirements while incorporating stakeholder feedback.
- Evaluate technology options and platforms for system replacement based on factors including cost, performance, scalability, security, and vendor support.
- Perform alternatives analysis based on existing-system assessment and gap analysis findings to support management selection of appropriate technology platforms.
- Prepare an Alternatives Analysis Report documenting assessment and gap analysis findings and identifying potential solutions, including their advantages and disadvantages, to support client decision-making.
- Collaborate with client programs to streamline business processes.
- Identify and clearly define project stakeholders.
- Create and maintain a stakeholder communication and engagement plan.
- Analyze and document requirements throughout CDT PAL Stages 2–4.
- Take full responsibility and accountability for project documentation required throughout CDT PAL Stages 2–4.
- Conduct reviews of PAL documentation with client stakeholders and escalate scope creep and requirements changes through the PAL process.
- Support the process of obtaining California Department of Technology approval for documentation throughout PAL Stages 2–4.
- Conduct or participate in required meetings in accordance with Business Solutions Analyst Standards expectations, including Scrum ceremonies, JAD sessions, and document review sessions.
- Review deliverables with internal and external stakeholders according to the stakeholder engagement plan.
- Define the scope and parameters of detailed requirements analysis on a business-by-business basis, including IT business impact, outcome criteria, and metrics.
- Create epics from high-level requirements and develop corresponding features, user stories, and acceptance criteria.
- Develop and use standard templates to produce accurate and concise requirements specifications for complex IT systems.
- Develop a data conversion and migration plan.
- Assist with development of the project risk register.
- Perform a technical complexity assessment and develop a governance plan.
- Analyze and evaluate existing as-is data in preparation for data cleanup and migration to the new system.
Qualifications
Required Experience
- Within the last 10 years, at least 5 years of full-time equivalent experience applying analytical processes on IT projects.
- Within the last 10 years, at least 3 years of experience applying analytical processes on IT projects specifically involving business systems analysis and design.
- Within the last 10 years, at least 2 years of experience supporting California Department of Technology Project Approval Lifecycle (CDT PAL) Stage 2–4 projects and large system implementations.
- Within the last 10 years, at least 2 years of experience preparing documentation for CDT Stage Gate Reviews.
- Within the last 10 years, at least 1 year of experience with Accela Civic Platform or Accela licensing and enforcement modules.
Required Skills
- Ability to define and analyze business, functional, and technical requirements for complex IT systems.
- Ability to perform system impact analysis, gap analysis, alternatives analysis, and detailed requirements analysis.
- Ability to develop epics, features, user stories, and acceptance criteria from high-level requirements.
- Ability to support stakeholder identification, communication planning, engagement, and requirements review activities.
- Ability to support data conversion and migration planning, technical complexity assessment, governance planning, and analysis of as-is data for cleanup and migration.
- Ability to provide client or user end-reference contact information for each applicable qualifying project upon request and submit signed reference forms when requested. Each reference must be a management or supervisory representative of the organization for which the project was developed.
Education & Certifications
- Bachelor's degree is required. Additional qualifying experience may substitute for the required education on a year-for-year basis. A copy of the degree must be provided upon request.
- A valid Certified Business Analysis Professional (CBAP) certification from the International Institute of Business Analysis (IIBA), or an equivalent certification, is required and will be verified. This requirement cannot be substituted with additional experience, and a copy of the certification must be provided upon request.
Preferred Qualifications
- Within the last 10 years, familiarity with licensing, compliance, and enforcement workflows, with a strong preference for experience with platforms similar to Accela.
- Within the last 10 years, strong vendor coordination skills, particularly in multi-vendor or System Integrator (SI) environments.
- Within the last 10 years, experience with Agile or hybrid delivery approaches, including Scrum, SAFe, or Agile-Waterfall models.
- PMI Agile Certified Practitioner (PMI-ACP) certification or an equivalent Agile certification is preferred. A copy of the certification must be provided upon request and cannot be substituted with additional experience.
