Position Overview
This opportunity is for a Business Analyst supporting the USDA Client Experience Center (CEC) and major enterprise-level IT initiatives. The role focuses on business and process analysis, identifying operational gaps, developing sustainable improvements, and aligning processes with government and industry best practices.
The Business Analyst will lead requirements gathering, process mapping, documentation, and performance measurement efforts designed to streamline operations, improve service delivery, and support organizational initiatives across the Division.
What You’ll Do
Process Improvement & Organizational Analysis
- Evaluate existing business processes to identify gaps, inefficiencies, and opportunities for sustainable improvement.
- Conduct comprehensive reviews of business processes to support enterprise alignment and integration of best practices.
- Develop recommendations for operational and project process improvements using benchmarking, metrics, and supporting analysis.
- Manage, document, and help implement approved organizational process changes.
Requirements Gathering & Process Mapping
- Facilitate and lead requirements-gathering sessions with stakeholders across the Client Experience Center.
- Translate business requirements into documented system processes, workflows, and project deliverables.
- Create detailed, visually descriptive process maps and management-level summaries.
- Align documented requirements and process maps with related projects and broader organizational initiatives.
Project & Initiative Support
- Provide subject matter expertise for the planning, reporting, and management of process improvement projects.
- Support strategic direction by coordinating assigned process improvement initiatives.
- Work with internal resources to develop resource charts, inventories, workflows, and best-practice recommendations.
Documentation & Deliverables
- Prepare clear written deliverables using standard contracting terminology.
- Document Service Desk and IT functional-area metrics, best practices, and performance measures.
- Track the effectiveness of recommended improvements and provide data-driven justification for proposed or implemented changes.
- Support organizational survey analysis, operational IT business process improvements, and other divisional initiatives.
Qualifications
- Minimum of 3 years of experience in business analysis, process improvement, or IT service management.
- Demonstrated experience with requirements gathering, process mapping, and workflow documentation.
- Strong understanding of ITIL concepts and enterprise process improvement methodologies.
- Ability to develop detailed process maps and concise management-level summaries.
- Experience analyzing metrics, conducting benchmarking, and developing performance measures.
- Excellent communication skills with the ability to facilitate stakeholder sessions and produce clear, professional documentation.
- Ability to collaborate effectively with cross-functional teams and federal stakeholders.
